The County of Essex believes a healthy democracy is one where citizens attend meetings and speak before council on issues important to them.
Appear Before Council
Complete our Delegation Request form by noon on the Friday before the meeting at which you wish to speak. Paper copies of this form are also available in Room 202 of the Administration Department at the Essex County Civic Centre.
The Clerk will notify you if your request has been approved.
Rules and Procedures
- The name and address of each delegate will be listed on the agenda and minutes;
- The issue must be one of which County Council has the legal authority;
- Delegations for Regular meetings of Council, are limited to no more than 10 minutes. If your delegation has more than five people, only two speakers are allowed, and timing is limited to a total of no more than 10 minutes;
- If you wish to hand out printed material to Council, you will require at least 25 copies, which must be received by the Clerk by noon on the Friday preceding the meeting date (Thursday if Friday is a holiday);
- If you wish to make an electronic presentation, you must provide the file to the Clerk by noon on the Friday preceding the meeting date (Thursday if Friday is a holiday).
