Committees and Boards

Members of Essex County Council sit on various county and regional committees and boards.

A Striking Committee is elected by the full Council at the Inaugural Meeting of Council. The Striking Committee makes recommendations to County Council for appointments to various Boards and Committees. The report of the Striking Committee is presented for approval by County Council.

Information about committees and boards

The County of Essex is a funding partner with many organizations throughout the region. To ensure a degree of accountability for the financial commitments made by the County, members of Council are appointed to serve on numerous external Committees and Boards.

The 911 Technical Advisory Committee (911 TAC) oversees the Windsor-Essex County Enhanced 911 Systems.

The committee examines operations on an annual basis and reviews three main issues: 

  • The volume of calls received, actions taken and response times.
  • Assists in special projects such as Emergency Alert systems.
  • Answers questions from the public or council and reviews complaints and concerns regarding 911 service.

The ECAAC is composed of seven members. This committee promotes accessibility, public awareness and assists in preparing and implementing the County's Multi-Year Accessibility Plan

The committee meets on the first Thursday of each month.

ECL meetings take place at 7 p.m. on the fourth Wednesday of each month, except for July and August.

EWSWA is a municipal board of authority created through an agreement with the City of Windsor to provide regional waste and waste-diversion programs.

The Authority Board consists of nine members, as follows:

  • The Mayor of the City of Windsor (City), or their designate;
  • The Warden of the County of Essex (County), or their designate;
  • Three members of City Council appointed by City Council for the term of Council;
  • Three members of County Council appointed by County Council for the term of Council;
  • One additional member of either the City or County Council, on a one-year term basis, is appointed by the appropriate Council to take the place of the City or County member elected as Chairperson of the Authority for that year. The position of Chairperson and Vice Chairperson alternates from year to year.

The board meets at the County of Essex Administration Building at 4 p.m. on the first Tuesday of every month. If the Monday is a holiday, the meeting is rescheduled for the second Wednesday of that month.

The FPC is administered by WECHU.

The TWEPI Board of Directors is filled as follows:

(1) Ex Officio:

  • Three designates of The Corporation of the City of Windsor, one of whom shall be the mayor;
  • Three designates of The Corporation of the County of Essex, one of whom shall be the warden; and
  • One designate of the Corporation of the Township of Pelee.

(2) Elected:

Four Directors elected by the Members, from among individuals engaged in any dimension of the tourism industry in the Windsor-Essex region, with each to hold office for one year from their election, or until their successor is elected.

The health unit oversees the delivery of mandatory medical and wellness programs and service guidelines and promotes improved community health.

Meetings are held at 4 p.m. on the third Thursday of every month except for July and August.

Invest WindsorEssex is a not-for-profit organization Essex County funds jointly with Windsor to promote regional economic development and create and retain jobs. The County of Essex Warden and the City of Windsor Mayor are appointed to this board, along with area business leaders.

The board meets at 4 p.m. on the third Thursday of every month.

The Windsor-Essex County Opiod and Substance Strategy Leadership Committee is dedicated to reducing the impacts of opioid misuse in our community, along with leaders from local health and education fields.
