Subdivisions and Condominiums

The County of Essex uses a cloud-based e-permitting software called Cloudpermit to manage subdivision and condominium applications in the County of Essex. This system is intended to streamline the application review process and improve customer service. 

• Cloudpermit helps the County to:
• review planning applications online
• maintain consistency across seven local municipalities 
• manage communication and comments in one place
• circulate applications to internal departments, the local Municipality and external agencies
• use integrated GIS mapping to support application review
• track and manage regulatory processing timelines.

Register Your Cloud Permit Account

To begin, you will need to create a Cloudpermit account. Cloudpermit currently supports Firefox, Google, and Safari browsers. Once registered, you can submit applications and track their progress digitally.

County of Essex Official Plan Amendments

Currently, County Official Plan Amendment applications are not submitted through Cloudpermit. Please submit a Pre-consultation Request to begin the process.

Planning fees:

County Official Plan Amendment: $2,000

Plan of Subdivision/Condo:

• $3,000 – up to 20 lots/blocks/units
• $5,000 – 21 to 50 lots/blocks/units
•  $7,000 – more than 50 lots/blocks/units

Extension to draft plan approval: $1000

Change of conditions to draft plan approval:

• Minor: $1,000
• Major: $2,000

Part Lot Control Exemption: $500
