County Opens New Roundabout at County Road 42 & Manning Road
Open to traffic in time for Wednesday evening’s commute
Construction of the new roundabout at County Road 42 and County Road 19 (Manning Road) on the border of Tecumseh and Lakeshore has been completed – on schedule and under budget. It will open to traffic in time for Wednesday evening’s commute.
It is the second two-lane roundabout constructed by the County along County Road 42 since last September and central to Phase 3 of the County’s ambitious multi-year, multi-phase project to enhance the County Road 42 corridor from the City of Windsor to Manning Road.
“The County of Essex not only is making this vital east-west County Road 42 corridor safer, but enhancing neighbourhood connectivity through upgrades like new bicycle lanes, sidewalks and multi-use trails,” said County of Essex Warden Hilda MacDonald. “The County already has invested $186 million over the past two years on its road network. And we’re not done yet with this vital commercial corridor.”
The final cost of the five-phase, multi-year project to upgrade the corridor is expected to reach $90 million to $100 million. Green Infrastructure Partners was awarded the $23 million contract for Phases 3 and 4 of the project.
“Kudos to our Infrastructure and Planning Services staff for ensuring the roundabout was completed on time and on budget and thank you to area commuters and residents for their patience and understanding while we completed this vital infrastructure project,” said County of Essex CAO Sandra Zwiers. “This section of the County is experiencing incredible growth and these essential infrastructure upgrades will help ease traffic congestion and ensure we can maximize the economic potential of that growth while making our road network safer.”
Concrete was chosen as the material for the roundabout because of its durability in Essex County’s climate, which is characterized by temperature fluctuations and freezing and thawing in the winter. Four main types of concrete were used and 3,000 cubic metres of concrete were poured over the course of construction. That’s the equivalent of 500 concrete trucks’ worth. Last year’s roundabout project at the intersection of County Road 42 and County Road 43 won the Good Roads’ 2024 Municipal Concrete Award.
Work is nearly complete on Phase 3 of the County Road 42 project, which began May 12, 2025. It entails:
· The new roundabout at the intersection of County Road 42 and Manning (County Road 19), completed in four months.
· The widening of County Road 42 from the above new roundabout westward, to Lesperance Road. Construction on this segment of CR 42 is expected to be completed by December 2025 and includes the addition of new sidewalks, curbs, landscaping and boulevard restoration.
Phase 4 will see County Road 42 similarly reconstructed farther westward, from Lesperance Road to County Road 43. This phase is expected to be completed by the end of June 2026. Phase 5, the final segment of the overall project, involves the reconstruction of County Road 42 farther westward, from County Road 43 to the City of Windsor.
