Project update: May 29, 2025
County Road 42 will be closed at County Road 19/Manning Road starting at 7 a.m. Monday, June 2, for the construction of a new roundabout. Construction of the roundabout is expected to last until late September.
Area motorists are advised of the following closures and detours:
Westbound traffic along County Road 42 will need to use Patillo Road to County Road 22. No westbound traffic will be permitted through the intersection of County Road 42 and Manning.
Eastbound traffic along County Road 42 will be closed at Lesperance Road to local traffic only. Traffic will be permitted to head south on Manning Road only. The main detour for eastbound traffic will be Banwell Road to EC Row Expressway.
Manning Road will remain open to northbound and southbound traffic during this phase of the project with intermittent closures along Manning Road during the day.
Traffic signals at the intersection of County Road 42 and Manning Road will be shut off starting on June 2.
Work on Phases 3 and 4 of the County Road 42 and County Road 19 reconstruction project began May 12. The completion of Phase 3 and 4 work will include:
The construction of a roundabout at the intersection of County Road 42 and County Road 19.
Widening of County Road 42 between the new County Road 43 roundabout and the new County Road 19 roundabout.
The addition of new sidewalks, curbs, landscaping and boulevard restoration.
It is anticipated that all major construction activity for Phase 3 —the construction of the new roundabout at County Road 42 and County Road 19 — will be completed by the end of September 2025.
Once Phase 3 is complete, construction will begin on Phase 4 —the widening of County Road 42 between County Road 43 and County Road 19. It is anticipated that Phase 4 will be completed by the end of June 2026.
The big picture
The County of Essex is providing improved reliable infrastructure with the local and regional community in mind. In cooperation with regional municipalities, it is building new roundabouts, and constructing bicycle lanes, sidewalks and multi-use trails along County Road 42 and County Road 43 in Tecumseh and Lakeshore. The reconstruction of County Road 42, between County Road 19 and the City of Windsor, is a multi-year project that will increase road capacity and enhance neighbourhood connectivity.
Phase 1 started in October 2022 was completed in late 2023. It included utility relocation and construction of new storm and sanitary sewers, as well as a watermain. Phase 2, which was substantially completed in 2024, included the construction of a roundabout at the intersection of County Road 42 and County Road 43, The County Road 42 and County Road 43 corridor expansion project is being done in phases - with three more phases to come - and is expected to take five to seven years to complete.

The project
The County Road 42 reconstruction project follows the recommendations of a class environmental assessment and includes:
Widening of County Road 42 from County Road 19 (Manning Road) to the City of Windsor limits to a five-lane roadway with bike lanes, sidewalks and multi-use trails.
Multi-lane roundabouts on County Road 42 at County Road 19 (Manning Road) and the new intersection with County Road 43 (Banwell Road).
The diversion and widening of County Road 43 from Shields Avenue to south of County Road 42.

Map 3 provides an overview of the phasing of the project and the tentative timing for each phase. Yellow dots are Phase 1, green is Phase 2, red is Phase 3. purple is Phase 4 and blue is Phase 5.
Phase 2 of construction took place around the intersection of County Road 42 and County Road 43 (Banwell Road). Construction took place in 2024. It included the construction of a roundabout at the intersection of County Road 42 and County Road 43, the realignment of County Road 43 from County Road 42 to the City of Windsor border, work on Tecumseh Concession Road 11, installation of new storm sewers and watermains, and the addition of new multi-use trails.
Phase 2 took place in the area highlighted in green on overview Map 3 above. The map below shows the new roundabout and roadway.
The drawings below show what County Road 43 will look like at street level once the construction is complete.
County Road 42 will be reconstructed from from County Road 19 (Manning Road) to Lesperance Road. This will include the construction of a roundabout at the intersection of County Road 42 and County Road 19.
Phase 3 will take place in areas highlighted in red on the map.
Phase 3 and Phase 4 work will also include the widening of County Road 42 between the County Road 43 roundabout and the County Road 19 roundabout, and the addition of new sidewalks, curbs, landscaping and boulevard restoration.
