County of Essex Infrastructure and Planning Services began informing impacted residents and businesses today that preparations are underway to complete the final construction project -- Phase 5 -- of the multi-year County Road 42 corridor reconstruction.
This work will span westward from the roundabout at County Road 43 (Banwell Road) to the City of Windsor border, or slightly east of Lauzon Road. Work is scheduled to begin as early as September 14, 2026 and will include:
During Phase 5 work, impacted residents and businesses will, or may, experience intermittent road closures and detours through the construction work zone, but will continue to have access to their property or business. However, such properties are likely to encounter construction activity, delays and possible short-term disruptions to driveway access.
It is anticipated that all major construction activity for Phase 5 will continue through December 2026, restarting again in spring 2027. Such work is anticipated to be completed by summer 2027, to conclude the years-long County Road 42 project.
County Road 42 construction this summer in Tecumseh is all but complete.
All four newly widened, newly paved lanes on CR 42 between Lesperance Road and County Road 43 (Banwell Road) opened more than a week ago. Only occasional, single-lane, day-time reductions – on one side at a time, for finish-up landscaping work – remain prior to project completion. Otherwise, drivers can navigate either east or west along any of widened County Road 42’s four lanes – from the roundabout at CR 43 (Banwell) eastward all the way to the roundabout at County Road 19 (Manning Road).
By autumn 2027 the entire stretch of CR 42 will be widened to four lanes from Manning Road (CR 19) westward, through the Town of Tecumseh, to the City of Windsor border. Substantial enhancements in this stretch also will include new sidewalks, curbs, streetlighting, landscaping and boulevard restoration.
Work on Phase 4 (Lesperance to Banwell) of the County of Essex’s years-long County Road 42 improvement project began on March 16, 2026, and was substantially completed more than a month ahead of schedule on August 14, 2026.
Lesperance Road at the intersection of County Road 42 in Tecumseh reopened in both directions Thursday following the accelerated reconstruction of the intersection that included the installation of new traffic signals, sidewalks, bike paths and pedestrian crossings.
Intersection reconstruction projects of this magnitude tend to take between eight and 10 weeks but the County of Essex pursued an aggressive six-week timeline, including working on Saturdays, recognizing the inconvenience this intersection closure would have on businesses and residents in the area. The County collaborated closely with contractor GIP and overcame multiple obstacles, including a run of rainy weather, to complete the project at the intersection in just five weeks.

Crews, however, are continuing to work on County Road 42 immediately west of Lesperance Road, all the way to County Road 43 (Banwell Road) in Tecumseh. This phase of the project will see County Road 42 widened from two to four lanes with other enhancements, such as new sidewalks, curbs, landscaping and boulevard restoration. Work on this phase of the project began on March 16 and is scheduled to be completed by late September 2026.

County Road 42 will be closed at County Road 19/Manning Road starting at 7 a.m. Monday, June 2, for the construction of a new roundabout. Construction of the roundabout is expected to last until late September.

It is anticipated that all major construction activity for Phase 3 — the construction of the new roundabout at County Road 42 and County Road 19 — will be completed by the end of September 2025.
Once Phase 3 is complete, construction will begin on Phase 4 — the widening of County Road 42 between County Road 43 and County Road 19. It is anticipated that Phase 4 will be completed by the end of June 2026.
The County of Essex is providing improved reliable infrastructure with the local and regional community in mind. In cooperation with regional municipalities, it is building new roundabouts, and constructing bicycle lanes, sidewalks and multi-use trails along County Road 42 and County Road 43 in Tecumseh and Lakeshore. The reconstruction of County Road 42, between County Road 19 and the City of Windsor, is a multi-year project that will increase road capacity and enhance neighbourhood connectivity.
Phase 1 started in October 2022 was completed in late 2023. It included utility relocation and construction of new storm and sanitary sewers, as well as a watermain. Phase 2, which was substantially completed in 2024, included the construction of a roundabout at the intersection of County Road 42 and County Road 43, The County Road 42 and County Road 43 corridor expansion project is being done in phases - with three more phases to come - and is expected to take five to seven years to complete.

Phase 2 of construction took place around the intersection of County Road 42 and County Road 43 (Banwell Road). Construction took place in 2024. It included the construction of a roundabout at the intersection of County Road 42 and County Road 43, the realignment of County Road 43 from County Road 42 to the City of Windsor border, work on Tecumseh Concession Road 11, installation of new storm sewers and watermains, and the addition of new multi-use trails.
Phase 2 took place in the area highlighted in green on overview Map 3 above. The map below shows the new roundabout and roadway.
