UPDATE:
County Road 42 has reopened in both directions following the completion of the roundabout at the new, realigned intersection of County Road 42 and County Road 43/Banwell Road in Tecumseh.
“We want to thank residents and businesses for their patience and understanding while we completed this vital infrastructure project – which was finished on budget and ahead of schedule,” said Essex County Warden Hilda MacDonald. “The opening of this roundabout will smooth the flow of commuter and commercial traffic in this vital corridor and is part of a multi-phase, multi-year project to accommodate increased traffic linked to generational investments like the new battery plant and regional hospital.”
Construction is ongoing in the area so please proceed with caution and obey all signs and flag persons.
County Road 43: Northbound and Southbound is CLOSED between Shields Ave. (Tecumseh Vista) and the CP rail tracks/City of Windsor boundary.
County Road 43: Northbound and Southbound is OPEN between Shields Ave. (Tecumseh Vista) and County Road 42 to access the school.
The County of Essex is providing improved reliable infrastructure with the local and regional community in mind. In cooperation with regional municipalities, it is building new roundabouts, and constructing bicycle lanes, sidewalks and multi-use trails along County Road 42 and County Road 43 in Tecumseh and Lakeshore. The reconstruction of County Road 42, between County Road 19 and the City of Windsor, is a multi-year project that will increase road capacity and enhance neighbourhood connectivity.
Phase 1 started in October 2022 was completed in late 2023. It included utility relocation and construction of new storm and sanitary sewers, as well as a watermain. Phase 2, which began in 2024 and is expected to be complete by the end of the year, includes the construction of a roundabout at the intersection of County Road 42 and County Road 43, The CR 42/CR 43 corridor expansion project is being done in phases - with three more phases to come - and is expected to take five to seven years to complete.

The Project
The County Road 42 reconstruction project follows the recommendations of a class environmental assessment and includes:
- Widening of County Road 42 from County Road 19 (Manning Road) to the City of Windsor limits to a five-lane roadway with bike lanes, sidewalks and multi-use trails.
- Multi-lane roundabouts on County Road 42 at County Road 19 (Manning Road) and the new intersection with County Road 43 (Banwell Road).
- The diversion and widening of County Road 43 from Shields Avenue to south of County Road 42.
Future Phases
Phase 3 |
County Road 42 will be reconstructed from from County Road 19 (Manning Road) to Lesperance Road. This will include the construction of a roundabout at the intersection of County Road 42 and County Road 19. Phase 3 will take place in areas highlighted in red on the map. |
Phase 4 |
Country Road 42 will be reconstructed from Lesperance Road to County Road 43. Phase 4 will take place in areas highlighted in purple on the map. |
Phase 5 |
The final phase of this project is the reconstruction of County Road 42 from the County Road 43 roundabout to the boundary of the City of Windsor. Phase 5 will take place in areas highlighted in blue on the map. |

Oct. 18, 2024 update: County Road 42 has reopened in both directions following the completion of the roundabout at the intersection with County Road 43.
County Road 43: Northbound and Southbound is CLOSED between Shields Ave. (Tecumseh Vista) and the CP rail tracks/City of Windsor boundary.
County Road 43: Northbound and Southbound is OPEN between Shields Ave. (Tecumseh Vista) and County Road 42 to access the school.
- Sept. 24, 2024 update: County Road 42 and County Road 43 roundabout construction is continuing on schedule. Please use caution and obey all flag persons and construction signs. County Road 42 is closed in both directions with local access only to residents and businesses from County Road 43 (Banwell Road) to Lauzon Road. All businesses remain open during construction.
- County Road 43 (Banwell Road) in the Town of Tecumseh will be closed from the CP rail tracks south to Shields Street from Monday, Aug. 26, 2024, at 7 a.m. to Saturday, Aug. 31, 2024, at 5 p.m. for sewer and water main construction. County Road 42 can be accessed from County Road 19 (Manning Road) during the closure.
- County Road 43 (Banwell Road) in the Town of Tecumseh will be closed to all traffic south of Shields Street from Tuesday, Aug. 6, through Friday, Aug. 9, for the installation of a water main. There will be access to Tecumseh Vista Academy from County Road 22 (E.C. Row Expressway) during the closure.
- County Road 43 (Banwell Road) in the Town of Tecumseh will be closed to all traffic south of Shields Street on Friday July 19, 2024 from 7 a.m. to 6 p.m. for the installation of a storm sewer. There will be access to Tecumseh Vista Academy from County Road 22 (E.C. Row Expressway) during the closure.
