The County of Essex is providing improved reliable infrastructure with the local and regional community in mind. In cooperation with regional municipalities, it is building new roundabouts, and constructing bicycle lanes, sidewalks and multi-use trails along County Road 42 and County Road 43 in Tecumseh and Lakeshore. On this page you will find:

  • The Project Overview
  • Phase 1 Details
  • Plans for Future Phases

The reconstruction of County Road 42, between County Road 19 and the City of Windsor, is a multi-year project that will increase road capacity and enhance neighbourhood connectivity.

Utility relocation and construction of new storm and sanitary sewers, as well as a watermain, has begun. This is part of Phase 1 of the project. Completion of the entire project is expected to take five to seven years.

The Project

The County Road 42 reconstruction project follows the recommendations of a class environmental assessment and includes:

  • Widening of County Road 42 from County Road 19 (Manning Road) to the City of Windsor limits to a five-lane roadway with bike lanes, sidewalks and multi-use trails.
  • Multi-lane roundabouts on County Road 42 at County Road 19 (Manning Road) and the new intersection with County Road 43 (Banwell Road).
  • The diversion and widening of County Road 43 from Shields Avenue to south of County Road 42.

Map 1 and Map 2 provide an overview of the proposed roadway and how surrounding properties will be affected.

Map 3 provides an overview of the phasing of the project and the tentative timing for each phase. Yellow dots are Phase 1, green is Phase 2, red is Phase 3. purple is Phase 4 and blue is Phase 5.

Map 3

A map of the planned reconstruction of County Road 42, including a new intersection with County Road 43.

Factors that will affect the timing of each phase include:

  • The need to establish underground services and enclose open drains to allow for utility relocations between County Road 19 (Manning Road) and Concession 11.
  • Extensive utility relocations, including gas, hydro and telecommunications, are required to mitigate conflicts with the proposed underground work and road construction throughout the project.
  • Prioritizing the reconstruction of County Road 43 for commencement sometime in 2023 and creating the storm drainage outlet in advance.

Phase 1

A contractor has been hired and adjacent property owners are being notified that Phase 1 of construction will start in October 2022. It includes the installation of a new storm sewer, sanitary sewer and watermain along the County Road 42 corridor between Concession 11 and Pike Creek. Temporary lanes will be created to accommodate traffic during construction. There will also be some minor utility relocations. Construction will progress in sections along the corridor and is anticipated to take 14 to 16 months.

Phase 1 is taking place in the areas highlighted with yellow dashes on the map.

Future Phases

 Phase 2

The new County Road 43 (Banwell Road) diversion and roundabout at the intersection of County Road 42 will be constructed. This will include work on Concession 11.

Phase 2 will take place in the area highlighted in green on the map on left. The map on the right shows details of the new roundabout and roadway.

Phase 3 will take place in areas highlighted in red on the map.
